EXCLUSIVE: Video shows car thief dragging cop along Brooklyn street, brawl erupting


The driver of a stolen car dragged a cop down a Brooklyn street as he held on for dear life, sparking a wild melee, startling video obtained by the Daily News shows.

Cops spotted Emmanuel Devallon racing a 2016 Nissan Maxima stolen from the Hertz lot at Kennedy Airport 2017 against a pal in a Honda CRV about 2 a.m. on April 5, according to police and court papers.

When cops pulled Devallon, 22, over he got out of his car and then got back in.

The smartphone video, recorded by a passerby, shows Officer Raymond Buono, a plainclothes anti-crime cop from the 70th Precinct, trying to get in Devallon’s car and turn it off.

It appears Buono managed to hit the brakes because the car stayed still even as Devallon was slamming down on the gas pedal. But a few seconds later the car sped off.

Another plainclothes officer standing right behind Buono, who was also struggling to stop Devallon from taking off, fell back as the car sped away, dragging Buono, who was hanging out of the the driver’s door, his white sneakers visible in the video.

Emmanuel Devallon was busted for the car theft. Cops also arrested Akwasi Sakyi, who attempted to prevent the arrest and Ashley Biggs (pictured), who they say interfered with the arrest.

After about 300 feet, Buono gained control and brought the vehicle to a stop as it crossed the yellow double line in the middle of the street, the video shows.

But the drama was just beginning.

Akwasi Sakyi, the 25-year-old man who Devallon had been racing, backed his car up and jumped out, along with his passenger, Ashley Biggs, 21.

Both tried to get past uniformed cops who had just arrived and were assisting in arresting Devallon.

"What you all doing?" Biggs can be heard screaming again and again as she started to record the arrest. Sakyi asked cops the same question

"Stand the f–k back!" one officer can be heard yelling back at Biggs. One officer had his Taser in his hand but didn’t use it.

Tensions calmed for a moment, with Biggs stepping back and saying, "It’s OK – all right."

But when Sakyi made another push to get by the cops to Devallon several of them took Sakyi the ground, the video shows.

One officer grabbed Biggs by the arm and flung her away from the scuffle as her screams grew louder, the video shows.

By then, with Devallon apparently handcuffed, Buono, his pants pulled partway down from being dragged, had joined the fray.

Emmanuel Devallon faces charges including felony assault and resisting arrest for the life-threatening stunt.

A police dog was also on scene but his handler did not use the dog to assist in making the arrests.

Buono suffered scrapes and cuts on his leg from being dragged, cops said.

Devallon was hit with a slew of charges including felony assault and resisting arrest.

Sakyi and Biggs were hit with charges including obstructing governmental administration, disorderly conduct and pot possession. Cops say they found marijuana joints in their car.
